Thanks to Cy (cycoze [link]) I think that I can say with some confidence that this is a juvenile Sharp-Shinned Hawk [link]
I feed the birds here in Pie Town so at any given time there are many birds and a few small mammals on the ground by my trailer. This fact has not gone unnoticed by a young Sharp-Shined Hawk who will upon occasion crash the party. This morning he was chasing a ground squirrel which was bigger he is.
